Utility Companies Xcel Energy and Dairyland Power must apply for permits from the PUC (Public Utilities Commission). Public comment is one of the only ways that the Commissioners can see any information or opinions other than the applicant’s materials. Commenting is important.

What is the MN PUC Edockets System?

The eDockets system is the official electronic document management and filing database used by the Minnesota Public Utilities Commission (MN PUC). It is used to process, store, and manage all public information regarding the Commission’s official cases, rule-making proceedings, and utility regulations.

The system is designed to provide transparency to the public while giving industry professionals and legal parties a streamlined way to interact with the Commission. Its main functions include:

  • Public Access & Document Search: Anyone can use the system's search tool to find and read filings related to energy, telecommunications, and other utilities.

  • Electronic Filing (eFiling): Utilities, legal representatives, and citizens can officially submit documents, appeals, and public comments directly into a case's record. Once a document is filed here, it becomes part of the "official record" that Commissioners review before making regulatory decisions.

Why Submit Comments to the MN PUC eDocket system?

The Minnesota Public Utilities Commission will ultimately make the decision whether or not the applicants Xcel Energy and Dairyland Power can build their proposed 765 kV line. Commenting on the eDocket system is the best way to provide your opinion and facts that challenge the utilities claims for “need” and safety.

Without your comments on the dockets, the Public Utilities Commission will only hear information from the energy companies.

3. Follow the prompts to complete the form

a. Enter eDocket number 25-121 (Rochester to Wisconsin) or 25-117 (South Dakota to Rochester)

b. Leave a comment
